BOS Minutes 5/1/06

The Board of Selectmen held a regular meeting at 7:30 P.M. on Monday, May 1, 2006 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

Approval of Minutes:  April 3, 2006
Selectwoman Reemsnyder made a motion to approve the minutes of April 3, 2006 as written.  Selectman Sibley seconded the motion.  SO VOTED.

Communications:
Atty. Golub – Possible Class Action Suit Against CT Resources Recovery Auth
First Selectman Griswold received a letter from Atty. Golub whose firm represents the towns of New Hartford, Barkhamstead and Winchester in bringing a class action suit against the Connecticut Resources Recovery Authority.  The purpose of the letter is to reach out to other towns that may be interested in joining in a class action suit whose garbage tipping fees were higher due to the Enron scandal and who may be entitled to a refund.  First Selectman Griswold will refer the correspondence to Atty. Clarke for her recommendation.  

Reg. Dist 18 – Request for Fireworks Display Saturday, July 29, 2006
First Selectman Griswold sent a letter to Regional District 18 requesting permission for the fireworks display to take place on the school grounds on Saturday, July 29, 2006.  This activity is in conjunction with the Mid Summer Festival held yearly on Lyme Street.

Appointments:
Tree Commission Alternate – Emily Griswold  (R) – 4 Yr Term to Jan 07
Joann DiCamillo, Chairperson of the Tree Commission, recommended Emily Griswold to fill the alternate vacancy.  Selectwoman Reemsnyder made a motion to approve Emily Griswold to a four-year term ending in January 2007 as an alternate on the Tree Commission.  Selectman Sibley seconded the motion.  SO VOTED. First Selectman Griswold abstained from the vote.

Lymes Senior Center – Resignation – Linda Winzer – Effective June 30, 2006
Linda Winzer resigned as a member of the Lymes Senior Center effective June 30, 2006.  She will be pursuing a Masters degree in teaching.

The Chairperson of the Conservation Commission requested the Board of Selectmen appoint Paul Dean as an alternate member. Selectwoman Reemsnyder made a motion to add this appointment to the agenda under appointments.  Selectman Sibley seconded the motion.  SO VOTED.

Conservation Commission Alternate – Paul Dean – 1 Yr Term to Jan 07                                                                                                                                 Selectman Sibley made a motion to appoint Paul Dean as an alternate member of the Conservation Commission one-year term ending January, 2007. Selectwoman seconded the motion.  SO VOTED.


Old Business:
CT Municipal Consortium – Vote to Join
At the last Board of Selectmen’s meeting there was a presentation by the Connecticut Municipal Consortium, a group that testifies on bills of interest to the town.  First Selectman Griswold received a follow-up email asking the town to be part of the group. Selectman Sibley made a motion to join the Municipal Consortium.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.

Information Technology Committee – Update
Selectwoman Reemsnyder stated that the Information Technology Committee is still looking at accounting packages.  There will be a meeting in May.

c.  Rogers Lake Dam - Update
Jacobson Engineering has given the town a preliminary opinion of probable construction cost of $130,000 for repairing the dam, not including the fishway.  The fishway exit structure cost is $12,000.  The town is eligible for funding from the State of Connecticut of 36.77 percent based on lake frontage properties in Lyme and Old Lyme.  The town is working to have the fishway funding sources help on the proposed fishway engineering costs.

d.  Town Hall Expansion - Update
Mr. John Forbis, an architect and Old Lyme citizen, commented on the town hall expansion. He stated that it would be important to have an accessible first floor auditorium that seats approx. 100 people and is designed for public meetings.  He further stated that an elevator that could reach all floors in the existing town hall and in the proposed addition would be necessary.  The floor square footage of the building and parking are the important issues.  Architect Nina Peck will do the programming by talking to every department in the building to understand space needs.  In June, the technical information will be reviewed by the Historic Commission, Fire Marshal, Health, Selectmen, Board of Finance and presented at a Town Forum.  The preliminary design will be the layout of the floor plan, the site plan, how the site will work and how the elevations will look.  Over the next month, interested architects who have worked on public buildings will be interviewed. A commitment is necessary at the beginning of the project of $18,000, of which $8,000 is the eight-month option on the property at 50 Lyme Street and $10,000 for professional services.  The schematic design step will be $28,000.   First Selectman Griswold stated that by mid-June a Town Forum could be arranged followed by a special Town Meeting.  

e.  Ethics Formation Committee – First Meeting
First Selectman Griswold stated that he would invite a CCM representative who is a contact for ethics-type issues to attend the next Ethics Committee meeting.  

f.  Cameron Parish Relief Effort - Update
The tractor-trailer has departed for Cameron Parish.  The truck was filled with the cleaning supply buckets, books, bicycles, fire support materials, etc.  The trailer will be donated to the Village of St. Charles.  The tractor will come back to Connecticut.

White Sand Beach – Survey Proposal
The property line to the rear of the White Sand Beach bathhouse is between six inches and one foot away from the rear of the building, according to surveyor Tony Hendriks.  To fix the bathhouse, it will be necessary to go before ZBA.  A survey may be necessary.  First Selectman Griswold will inquire whether White Sand Beach Association would allow the town to go over the property line by a few feet to make the bathhouse slightly larger.  Selectwoman Reemsnyder stated that the brickwork has been painted at White Sand Beach.  Selectman Sibley reported that the bathrooms at Haines Park have been painted and the well is completed.

New Business
Shoreline Sanitation – 4 Year Extension of Contract (July 1 07 to June 30 11)
Selectman Sibley suggested asking the Board of Finance for an opinion from a financial point of view on the extension of the contract with Shoreline Sanitation and then put it on the town budget meeting agenda in May.  Selectwoman Reemsnyder made a motion to recommend that the four-year contract extension with Shoreline Sanitation go before the Board of Finance and a Town Meeting.  Selectman Sibley seconded the motion.  SO VOTED.

Beach Cleaning – Draft Contract  
First Selectman Griswold stated that the beach cleaning contract has been modified.  The beach cleaning is from May 15 through September 15 for a cost of $6,300 in the White Sand Beach and Sound View Beach areas.

Delivery of Variable Message Signs
Notice has been received from the Millstone Emergency Planning Zone that Old Lyme will receive a variable message sign to warn citizens of an emergency situation.

Arbor Day – Tree Planting with Third Grade
A new lilac tree was planted on Lyme Street on Arbor Day by Center School third grade.

Other Business:
First Selectman Griswold stated there would be an Annual Budget Town Meeting on May 15, 2006 in the Middle School at 7:30 P.M.

First Selectman Griswold will call a meeting of the Flood and Erosion Board to address concerns raised by the Federation of Beaches regarding flooding and erosion.

Selectwoman Reemsnyder stated that Fire Marshal David Roberge did a presentation about emergency management in our community for the Federation of Beaches.  He is willing to do the same presentation for groups who are interested in this topic.


Selectman Sibley asked if there is any information on the STEAP Grant.  First Selectman Griswold stated that Rep. Marilyn Giuliano is working on our behalf but has not heard any further information.

Selectman Sibley asked about the status of the Beach Improvement Committee list of  recommendations and action items involving the town.  First Selectman Griswold stated that Hartford Avenue signage will be clear and repetitive, lines have been painted out that are not needed for parking, short time parking spaces have been reconfigured, the parking ordinance amendment has passed, planter was fixed, etc.
Reminder of the school budget referendum on Tuesday, May 2, 2006 at the Cross Lane Firehouse from 6:00 A.M. to 8:00 P.M.
